Online Borrower Registration

Immediate access...

Digital Access Card

Your OBR card is good for a total of 7 days.

Online Borrower Registration (OBR) is intended to give citizens living in WPLS’ 4-county service area

(Custer, Dewey, Roger Mills, & Washita Counties) immediate access to digital resources.

Online Borrower Registration for adults gives access to digital resources only, no physical materials.

Before the expiration of your card, you will need to:

  • Physically visit a WPLS library branch to upgrade to a full access library card that grants one year of WPLS service

  • Must be 17 years old or older

  • Provide one form of identification:

    • a government issued photo ID with the your current address in the four-county area

If the applicant’s government issued ID does not have his/her current address listed, below is a list of acceptable forms of address verification:

  • Personal Check with Printed Name Address
  • Current Rent Receipt
  • Current Utility Bill (Current within the last 90 days)

What if I do not live in Custer, Dewey, Roger Mills, or Washita County?

If you provide a current government issued photo ID and either proof of employment (such as a pay stub) or proof of land ownership (such as a property tax statement) from within one of the above listed counties, a library card may still be issued to you.

What if I do not qualify in any of the above ways, but I still want a library card?

Customers who do not qualify in the above situations may pay an annual fee of $50.00 for library service. This qualifies the entire household and must be paid annually upon expiration of the cards.

Can my child get a full access library card?

Absolutely! Though the Digital Access cards are for adults only, children 16 years old and under can be issued a library card and will be listed as the dependent of an adult’s card. In order to be a responsible party, the individual must meet the above requirements in loco parentis authority. At that point, the adult is agreeing to be responsible for the well being of library materials borrowed by the listed dependents as well as giving his/her consent for the child/children to use the library and its resources, including the internet.

If the adult does not qualify in any of the ways above and wishes to not pay the $50 for a card, the child may still obtain a card if he/she attends school in one of our four counties. Tell your local library staff where the child in question attends school, and they can take it from there.
